Business license and tax classification is still largely a manual process in many revenue offices — a clerk reading a business description, matching it against a rate table by hand, and applying minimums, maximums, and multipliers that vary by jurisdiction. It's slow, it's inconsistent between staff, and the reasoning behind a given figure is hard to reconstruct on audit if it wasn't written down at the time.
